The issue has been resolved.
Log volumes have returned to normal, and we've re-enabled Logplex-based autoscaling. We'll keep monitoring the situation closely until Heroku closes the issue.

It appears that the issue has resurfaced. Awaiting response from Heroku. Autoscaling based on the Logplex has been temporarily disabled again.
