We're now receiving log data and have enabled Logplex-based autoscaling again. We'll keep an eye on the situation until Heroku has confirmed that the issue is fully resolved.

It appears that Heroku's Logplex has become unavailable. Applications using the Logplex Autoscaling Strategy are currently unable to autoscale until this issue has been resolved.
